If you are asking what good Linux Distro to use for your web server and for asterisk software, then I recommend you to use any of the following:

CEntOS 4.4 or higher
RHEL 4.4 or higher
Mandriva Corporate Server 4
Ubuntu 7.04 Server Edition

first off what the hell is virtual private server. I never heard of this. And what do you mean scalable. If you just want a server to use asterisk and other things like that go here and check bunch of sites for offers.
